T1.1        TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)

The South African National Roads Agency SOC Limited (SANRAL) invites tenders for the provision of Consulting Engineering Services for COMMUNITY DEVELOPMENT PROJECT AND SMALL CONTRACTOR TRAINING AND DEVELOPMENT ON NATIONAL ROUTE N2 SECTION 19 BETWEEN MZEKE RIVER (KM 55.9) AND MOUNT FRERE (KM 92.4) – PHASE 2.  This project is in the Province of the Eastern Cape and in the District Municipalities of O.R. Tambo and Alfred Nzo and the approximate programme is for design and procurement documentation to be completed by November 2021, followed by supervision of 18 months, commencing May 2022.

Preferences are offered to Tenderers who comply with the criteria stated in the Tender Data.

Only Tenderers with a B-BBEE contributor status level of 1, 2, 3 or 4 and who is an EME or a QSE are eligible to tender.

It is a requirement of this project that the Tenderer sub-contract a minimum of thirty percent (30%) of the work to Targeted Enterprises as defined in the Contract Data, unless the Tenderer is an EME or QSE with a B-BBEE contributor status level of 1 or 2, in which case there are no sub-contracting requirements.

Joint Ventures (JVs) will be allowed on condition that 1 (one) JV partner is a Targeted Enterprise.  The JV partner will, however, not contribute to the sub-contract target for Targeted Enterprises (if applicable).

Tenderers must submit, via email, the duly completed Form A1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date.  Failure to submit this certificate would result in the tenderer not receiving addenda or additional issued information and may result in the tenderer being non-responsive.

COMPLETION AND DELIVERY OF TENDERS

The closing time for receipt of tenders is 11:00 on Friday 29 January 2021.
