  1. PREQUALIFICATION



  • TENDERER SUBCONTRACTING A MINIMUM OF 40% TO UP TO EME’S OR QSE’S WHICH ARE AT LEAST 51% OWNED BY BLACK PEOPLE WHO ARE YOUTH

  • THE TENDERER MUST ATTACH ORIGINAL CERTIFIED ID COPIES, CK DOCUMENT(S) AND CSD REPORT(S) OF THE SUBCONTRACTED EME’S OR QSE’S.



  1. ADMINISTRATIVE EVALUATION (DOCUMENT COMPLETION AND ATTACHMENT OF MANDATORY DOCUMENTS)

  2. FUNCTIONALITY (MINIMUN OF 75)

  3. TECHNICAL EVALUATION 

  4. 80/20 PREFERENCE POINT SYSTEMS (PRICE = 80 & BBBEE POINTS = 20)
