Special Conditions: Only tenders with a B-BBEE contributor status level of 1, 2, 3 or 4, are eligible to tender. Only tenderers who have experience in the management, operation and maintenance of traffic control centres, Truck Stops, or other similar traffic law enforcement facilities are eligible to tender. In addition, the tenderer shall have a suitably qualified and experienced personnel/member (Manager: Traffic Control Centre / Truckstop / Vehicle Testing Centre) who will be the single point accountability and responsibility for the management of the contract. The primary criterion in selection, apart from the qualification and experience of the key personnel specified, and costs, will be the degree to which the tenderer can demonstrate appropriate knowledge and expertise.It is a requirement of this project that the successful tenderer subcontract a minimum of thirty percent (30%) of the work to Targeted Enterprise(s) as defined in the Contract Data. Preferences are offered to tenderers who comply with the criteria stated in the Tender Data.
Tender documents are available at no cost in electronic format on CD. Tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0, or similar compatible software. The physical address for collection of tender documents is SANRAL Offices at 58 Van Eck Place, Pietermaritzburg, 3201 where documents may be collected during the hours 09h00 to 16h00 (Monday to Friday), from 13 March 2020.
Late arrivals will not be allowed to participate in the clarification meeting and their submissions shall be declared non-responsive.Telegraphic, telephonic, telex, e-mail, facsimile, late tenders and submissions from tenderers who arrived late at the tender clarification meeting shall not be accepted. Tenders may only be submitted in the format as stated in the Tender Data. Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
