PART A: TENDERING PROCEDURES
A.1 TENDER NOTICE AND INVITATION TO TENDER (Incorporating SBD1)
The South African National Roads Agency SOC Limited (SANRAL) is soliciting Proposals from experienced Service Provider/s to enter into an Agreement for the provision of Employee Wellness Programme (EWP). The Agreement will be for a base period of three years (3) from the date of appointment.
TENDER DOCUMENTS:

Tenderers must have access to MS Office 2007 and Acrobat Adobe 9.0 or later and similar compatible software.
Tenderers must submit, via email as provided below, the duly completed Form B-1.1 Certificate of Intention to Submit a Tender within seven (7) days from the tender advertisement date. Failure to submit the certificate would result in the tenderer not receiving addenda or additional information issued by SANRAL.
Failure to submit the certificate of intention to tender within the required period may render the tenderer non-responsive and SANRAL does not accept responsibility for any communication not received by the tenderer timeously.
Please take note this is a one envelope system.
TENDERER’S MEETING:
There is no compulsory clarification session. A tender clarification presentation is available to download from the SANRAL website from the following link: https://www.nra.co.za/service-provider-zone/tenders/open-tenders/.
COMPLETION AND DELIVERY OF TENDERS:
The closing time for receipt of tenders is 11h00 on 02 February 2022.
The physical address where the tender offers should be delivered is 38 Ida Street, Menlo Park, Pretoria (GPS dms (WGS84) 25˚ 46̍ 39.9 ̎ S and 28˚ 16̍ 29.4̎ E)
Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted.
Tenders may only be submitted in the format as stated in the Tender Data.
Requirements for sealing, addressing, delivery, opening and assessment of tenders are stated in the Tender Data.
MANDATORY REQUIREMENTS:
Bidders are required to provide a minimum of 3 relevant projects that were successfully completed or are currently underway within the corporate wellness industry in the past three (3) years. Should bidder have projects underway, they must have been in place for at least 12 months at tender closure.
Bidders are to provide a minimum of 2 key resources. One registered with the Health Professional Council of South Africa (HPCSA) and another with the Employee Assistance Professional Association (EAPA-SA). A valid membership certificate for professional registration must be provided.
PRE-QUALIFICATION CRITERIA FOR PREFERENTIAL PROCURMENT:
Only service providers which are B-BBEE compliant and are either level 1 or 2 are eligible to tender. (please attach a valid sworn affidavit / B-BBEE certificate).
CLARIFICATION QUESTIONS:
Any clarification questions must be submitted in writing (e-mail) to
[email protected] on or before 19 January 2022. Any question received after the said date and time will not be considered or answered by SANRAL. All answers to questions and/or clarifications will be provided to all Tenderers by SANRAL not later than 16:00 on 26 January 2022.
