Special Conditions: This tender shall be evaluated on a Three Stage Evaluation System. Stage 1 being Basic requirements (returnable documents) whereby failure to provide the mandatory documents required for this bid, will result in the submission being deemed null and void and shall be considered non-responsive, Stage 2 being Functionality in which only bidders who score a minimum of 75 points out of 100 points will advance to Stage 3 which will be based on the 80/20 Preferential Point System of the Preferential Procurement Framework Act Regulations 2000, (Act No. 5 of 2000) and the amended PPPFA regulation 2022, whereby 80 for price and 20 for specific goals.
