Special Conditions: Bids will be evaluated and adjudicated in terms of KwaDukuza Municipality’s Supply Chain Management Policy in terms of two envelopes systems, with first envelope being the evaluation of technical proposal and the second envelope being the evaluation of financial proposal utilising 80/20 preference point scoring system. Only bidders who score the minimum threshold of 70 points on functionality criteria will qualify for the second envelope of evaluation. This bid will further be evaluated in terms of the Preferential Procurement Regulations, 2022 pertaining to the PPPFA (No. 5 of 2000).
